Dr. Elzubi also played a key role in formulating the Arab Food Security Strategy in collaboration with the Arab Organization for Agricultural Development under the Arab League. As a member of the High-Level Panel of Arab Food Security Experts at the 31st Arab Summit in Algeria in 2022, he contributed to the Arab Food Security Strategy 2025–2035, which was later endorsed at the Arab Economic Summit and the 34th Arab Summit in Baghdad in May 2025.
Throughout his distinguished career, Dr. Elzubi has partnered with organizations such as UNDP, FAO, the World Bank Group, ILO, and the private sector, fostering multi-stakeholder alliances and leading impactful programs focused on reconstruction and sustainable development. His expertise spans advising on national and regional food security policies, empowering rural communities, advancing non-traditional agricultural practices, and integrating global best practices in food and agriculture. Additionally, he has provided technical support for national initiatives, contributed to influential research and policy publications, and served as a trusted advisor to ministries and international organizations.
Dr. Elzubi is a recognized leader in food systems transformation and development, with extensive expertise in designing and implementing forward-looking food security strategies. His work aligns with global initiatives like FAO’s Regional Foresight Exercises (RFEs), which use the FOFA-DTT methodology to guide regional and country-level policy and programming.

With over 28 years of international experience, including direct leadership roles in Iraq, Syria, Lebanon, and Libya, I have developed and implemented effective post-crisis recovery and emergency response programs across the Arab region. My work has focused on stabilizing food systems, rebuilding rural livelihoods, and restoring critical agricultural infrastructure following conflicts and crises. As FAO Country Director in Iraq, I spearheaded emergency and resilience projects aligned with national recovery priorities, secured donor funding, and led field operations to revitalize irrigation systems, restore marshlands, and support displaced farming communities. I played a pivotal role in designing early recovery strategies and integrating them into broader development frameworks such as the Iraq National Development Plan and the UN’s Recovery and Resilience Programme. As a senior emergency coordinator, I also directed multi-sectoral interventions in Syria and Libya, bridging humanitarian relief with long-term recovery. My contributions to regional coordination, including the establishment of emergency task forces and policy support units, have proven instrumental in aligning national efforts with international support. This deep engagement with post-crisis environments, coupled with my policy and field-based expertise, enables me to offer tailored recovery solutions that build resilience, restore livelihoods, and ensure food security in fragile and conflict-affected settings.
With nearly three decades of international experience, Dr. Elzubi has established a strong reputation in sustainable resource management and water-efficient, climate-smart agriculture. He has led pioneering initiatives in Jordan and the region, advancing non-traditional agriculture methods that prioritize minimal water consumption and high-value yields, while integrating global best practices. His leadership in developing food security strategies—such as the Food Security Chapter for Jordan Vision 2033—has emphasized sustainable food production, resource conservation, and resilience to climate challenges.
Dr. Elzubi’s work includes supporting the Arab Food Security Strategy, advising on policy for rural development, and empowering rural women and communities. He has collaborated with organizations like UNDP, FAO, and the World Bank, building multi-stakeholder alliances for sustainable development and post-crisis recovery. Notably, he has managed programs focused on restoring irrigation systems, combating land degradation, and strengthening climate resilience in vulnerable agricultural communities, particularly in Iraq and Jordan.
Through technical leadership and strategic counsel, Dr. Elzubi has contributed to national and regional efforts to modernize agriculture, improve water use efficiency, and promote climate-smart approaches—delivering innovative, scalable solutions for sustainable food systems in challenging environments.
